The Public Treasury of Côte d’Ivoire now regularly executes mass payments on the interoperable platform of the UEMOA instant payment system, announced the BCEAO on October 8, 2026. The connection allows the State to send and receive funds regardless of the financial institution of the beneficiary or taxpayer.
The platform, known by the acronym PI-SPI, can process salaries, scholarships, subsidies, taxes, and duties, among other things. Transactions can be monitored in real time, which should reduce delays and improve the traceability of public funds.
The Central Bank of West African States indicates that the Ivorian Treasury has met the requirements and technical standards of the platform. Côte d’Ivoire is presented as the first Treasury of the Union to regularly execute mass payments through this channel.
For users, the stated benefit lies in interoperability. A public payment or a settlement addressed to the State no longer necessarily depends on the same banking network or the same electronic money service, provided that the institution concerned participates in the system.
This opening can also simplify the collection of tax and non-tax revenues. It provides the Treasury with a means to reconcile receipts more quickly, monitor transactions, and reduce manual processing that lengthens delays.
The BCEAO supports the other UEMOA Public Treasuries in their gradual integration. However, the central bank has not published a detailed schedule for each state nor a quantified volume of Ivorian payments already executed on PI-SPI.
The regional system also includes banks, payment institutions, and electronic money services authorized to offer their services to the public. The Treasury connection adds government payments to this common infrastructure without eliminating existing public channels.
