Five organizations representing agents of Ivorian local authorities signed a consolidation protocol on Thursday, October 8, 2026, in Abidjan within MUSFACT-CI. The ceremony took place at the headquarters of the Directorate General of Decentralization and Local Development, in Abidjan-Plateau.
The agreement brings together FEMURED-CI, MUGEPECT-CI, MUGEC-CI, the Trade Union Platform, and Coalition Plus. The leaders of these organizations have agreed to align their mutual aid schemes and resources around the Social Mutual Fund for Civil Servants and Local Government Employees of Côte d’Ivoire.
The protocol was signed by Gbétry Kouassi Léon, Chairman of the Board of MUSFACT-CI, under the auspices of the Director General of Decentralization and Local Development, Fidel Yapi. He expressed his administration’s support for the process.
MUSFACT-CI is listed in the directory of approved and registered social mutuals published by the Ivorian Agency for the Regulation of Social Mutuality and updated in March 2026. Its registration provides the group with a framework compliant with the mutualist regulations of the UEMOA area.
The signatories present the merger as a means to harmonize benefits, expand coverage, and pool resources dedicated to the health and social welfare of employees. The operational procedures and the integration timeline of the former structures were not detailed during the announcement.
The next steps must notably specify the joint governance, the conditions of membership, and the continuity of rights already granted to the agents. These elements will determine the concrete scope of the consolidation for municipal and regional staff.
