Sidy Cissé has been appointed Director General of the Deposit and Consignment Fund of Côte d’Ivoire (CDC-CI), the institution announced. His mission will notably include strengthening the mobilization and securing of resources intended to finance major and public interest projects.
The appointment was made public on September 25 and 26, 2026, by several Ivorian media outlets, based on a statement from CDC-CI. The Ivorian Press Agency, Abidjan.net, and the economic media outlet Sika Finance agree on the identity of the new leader and his agenda.
A general engineer graduated from the École Polytechnique de Paris and the École des Mines de Paris, Sidy Cissé claims more than twenty years of experience in public finance, infrastructure, and hydrocarbons, in Côte d’Ivoire and internationally.
Since 2017, he held the position of Deputy Chief of Staff to the Prime Minister, responsible for financial, economic, and infrastructure matters. According to the statement relayed by AIP, he was involved in monitoring the economic and financial program with the International Monetary Fund, in the mobilization of eurobonds, as well as in the financial structuring of major public projects.
Between 2013 and 2017, Sidy Cissé also served as Deputy Chief of Staff to the Minister of Budget and State Portfolio. He had previously worked as an advisor in charge of major projects at the Ministry of Economic Infrastructures, between 2011 and 2013.
Before his return to Côte d’Ivoire, he worked in the banking sector in France, then in the hydrocarbons industry for the Schlumberger group in Sudan, India, and Saudi Arabia, according to the biographical information provided by CDC-CI.
The CDC-CI is involved in securing funds and financing long-term investments, particularly for structural projects and those of general interest.
