The transitional period allowing the coexistence of old packaging and plain tobacco packs ends on Tuesday, November 3, in C\u00f4te d\u2019Ivoire. This three-month period had been granted to manufacturers and distributors to sell off stocks prior to the new regulation.<\/p>\n
Health Minister Pierre Dimba announced on July 30 that the marketing of tobacco products in their standardized packaging would begin on August 3 throughout the entire territory. This Tuesday\u2019s deadline ends the tolerance explicitly provided until November 3 for packs still presented in their former packaging.<\/p>\n
Plain packaging removes logos, distinctive colors, and promotional elements that visually differentiate brands. Brand and product names remain displayed in a standardized format, while health warnings are given greater prominence on the packaging.<\/p>\n
The reform is part of the Ivorian law of July 23, 2019, relating to tobacco control and the decree of January 26, 2022, dedicated to health warnings, packaging, labeling, and marketing. The Ministry of Commerce also publishes implementing texts that regulate the characteristics of packaging and the marketing of the products concerned.<\/p>\n
With this measure, C\u00f4te d\u2019Ivoire has become the second African country to implement plain packaging after Mauritius, according to Ivorian Radio and Television and the African Alliance for Tobacco Control. The regulation covers cigarettes as well as other tobacco products subject to national marketing rules.<\/p>\n
The authorities present this reform as a way to reduce the appeal of tobacco, particularly among adolescents. The Ministry of Health reports that tobacco use among young people aged 13 to 15 decreased from 14.7 percent in 2009 to 4.5 percent in 2023. The same survey indicates that 14.4 percent of boys and 6.6 percent of girls in this age group had already used an electronic cigarette in 2023.<\/p>\n
Market compliance, however, remained incomplete at the beginning of the transitional period. At the end of August, the University Committee for the Fight Against Drugs and Other Pandemics indicated that four brands fully complied with the new requirements, while other non-compliant packages remained at points of sale.<\/p>\n
