The Ivorian government ratified on Wednesday, October 14, 2026, in Abidjan a loan agreement of 189.6 million euros, exactly 124,369,447,200 CFA francs, concluded with the International Development Association to finance the first phase of the Skills for Innovation, Resilience, and Aspirations program, called SIRA.<\/p>\n
The decree adopted by the Council of Ministers concerns the agreement signed on July 8 between C\u00f4te d\u2019Ivoire and the World Bank Group institution. The financing is intended, in particular, to support the commissioning of the digital platform of the National Observatory of Employment and Training and to back the investments of the Professional Training Development Fund in shared equipment centers.<\/p>\n
These centers must be equipped with modern technical equipment and specialized trainers. The program also plans to expand internships and structured apprenticeships aimed at out-of-school youth and unemployed youth, two groups explicitly mentioned in the official report of the Council of Ministers.<\/p>\n
According to the World Bank, the Ivorian component of SIRA must improve access to vocational training and employment prospects for more than 900,000 young people. The program must also strengthen the links between vocational education and higher education and better align training with the needs of the labor market.<\/p>\n
The regional program was approved on June 23, 2026, by the World Bank Group. Its first phase mobilizes 642 million dollars for Cabo Verde, C\u00f4te d\u2019Ivoire, and Guinea, with a stated target of 5.4 million beneficiaries, particularly young women and out-of-school youth. This regional allocation is separate from the loan of 124.37 billion CFA francs ratified by the Ivorian government.<\/p>\n
At the regional level, the initiative targets high-potential sectors such as energy, health, agro-industry, manufacturing, and tourism. It combines training with certification, connection to employers, and access to jobs considered better suited to the skills acquired.<\/p>\n
The World Bank estimates that six million young people enter the labor market each year in West and Central Africa.
