On Monday, October 12, 2026, C\u00f4te d\u2019Ivoire inaugurated in Abidjan the Integrated Operational Centre for State Action at Sea, tasked with strengthening the coordination of civil and military administrations during maritime operations. The ceremony also marked the handover of the manual of standardised and harmonised operational procedures.<\/p>\n
The center must centralize and analyze the information provided by the competent structures in order to give the authorities a comprehensive overview of the national maritime situation and to facilitate decision-making. It is not intended to replace the administrations that are already active at sea.<\/p>\n
The associated manual specifies the distribution of responsibilities, the channels for information transmission, and the common procedures in the event of an incident or threat. It must also better coordinate operations with judicial procedures, particularly to preserve evidence.<\/p>\n
The system provides an operational implementation of three decrees published in May 2026. The first established the center, the second set the financing arrangements for the State\u2019s maritime action, and the third approved the harmonized procedures manual.<\/p>\n
Jean-Paul Malan, Chief of Staff to the Minister of Defense, presided over the inauguration on behalf of the Deputy Prime Minister and Minister of Defense. He stated that the surveillance and protection of maritime space require increased complementarity between state services.<\/p>\n
The permanent secretary of the Interministerial Committee for State Action at Sea, Abroulaye Fofana, stated that the center must strengthen monitoring and enable better use of available information. The permanent secretariat coordinates the relevant civil and military administrations at the central level.<\/p>\n
The center and the manual are part of the regional cooperation stemming from the 2013 Yaound\u00e9 summit for the security of the Gulf of Guinea.
