South Sudanese President Salva Kiir has dissolved the transitional government following the enactment of an electoral reform that removes two conditions previously considered prerequisites for the election: the completion of a permanent Constitution and the conduct of a national census.<\/p>\n
The authorities present this reform as a means to remove the last legal obstacles to holding the general elections scheduled for December 2026, which have been postponed several times since the 2018 peace agreement.<\/p>\n
The text adopted by Parliament also reduces the size of several assemblies. The National Legislative Assembly is to be reduced from 650 to 270 members, while the state assemblies will be cut from 100 to 58 seats.<\/p>\n
The outgoing executive nevertheless retains its constitutional powers during the electoral period until the installation of an elected president. This provision fuels criticism from some opposition members and human rights organizations, who question the safeguards surrounding the election.<\/p>\n
The Electoral Commission still has several important steps to complete. Voter registration had not begun at the time of the reform, and President Kiir had, a few days earlier, replaced the commission\u2019s chairman without publicly providing the reasons.<\/p>\n
The main historical rival of Salva Kiir, Riek Machar, leader of the SPLM-IO, remains under house arrest and is being prosecuted on several charges, which he disputes.
